Gerenally speaking tarpaulin fabric weight is only pe tarpaulin tarp cloth weight. For the finished weight , it have some spare part weight and cost. When we roll the cloth, it need one paper core, the paper core have weight, the outside should use one fabric cloth wrapped it, it also have weight and cost. So the finished weight is higher. When you buy the roll, you tell us the tarp weight,We default this weight is the finished weight. 

For the ready made tarpaulin, it have reinforced pp rope in edge, aluminum eyelet, poly bag, color paper ,fold edge and packing cloth. These part also have weight. So you said the weight include all this. The price also include it.
